As regards the second question (b) referred to in your letter, we give our blessing in principle to the arrangement suggested for a Hong Kong Service officer to accompany lis Majesty's Consul-General, Canton, or any of his subordinate staff on their tours to outlying parts of his Consular District. I should add that with the present shortage of staff it is only very rarely that the Consul-General finds it possible to get away from his post. It is of course understood that no expense shall fall on the Foreign Office in connexion with the proposed attachment.
